Regional EMS Program Director

The Region 1 EMS Program Director supervises the training coordinator, administrative assistant and operation of the regional EMS office. His program director job involves licensing and regulation of all personnel, training courses, services and vehicles in the region. He also investigates complaints and infractions of laws, rules and regulations

David has been involved with EMS since1976 and has a master’s degree in organizational leadership.  His EMS career includes employment in fire and ems agencies in northwest Georgia area.  He was formerly employed as the DTAE Field Training Officer for North Georgia and the Training Officer for Region 4 EMS. He is an EMS instructor trainer and has been involved in many of the EMS Instructor courses in Georgia.

This position has been vacant since the promotion of David Foster to EMS Program Director in 2011. David currently serves as the interim Region I EMS Training Director.  The Region I EMS Training Director job is to coordinate, teach, and monitor continuing education courses in Region I.  David has the authority to approve, reject, and to regulate all training courses within the region.

Administrative Assistant

This position has been vacant since the layoff of Monique Wheeler in 2011.

David Foster currently serves as the interim Administrative Assistant.  The job is to serve as the principal contact for the Office of EMS in Region 1, perform clerical duties and data entry. He is also involved in AED licensure for Region 1.

Dr. Patrick McDougal
Regional Program Director

Dr. McDougal is a board certified Emergency Physician practicing in northern Georgia and Eastern Tennessee. He completed medical school and residency at the Medical College of Georgia in Augusta, Georgia. He is a member of the American College of Emergency Physicians and the National Association of EMS Physicians. He is a former paramedic.

His job description includes medical oversight of services within Region 1, complaint investigation and other assigned duties.

Randall Pierson, Paramedic
EMS Council Chair*

Randall serves as chair of the Region 1 EMS council. His duties are to coordinate the EMS council meeting and maintain order during the meetings.

Randall currently works for Floyd Medical Center and was the 2010 EMS Educator of the Year for Region 1.                      

Lana Duff, Paramedic

EMS Council Vice-Chair*

Lana is employed by Angel EMS of Fort Oglethorpe, Georgia and is a Georgia license Paramedic.

Lana serves as the Vice-Chairman of the Region 1 EMS Council. Her duties are to replace the Chairman in his absence.

David was the former Region 1 EMS Program Director and has agreed to maintain the website during his retirement for Region 1 EMS. David has more than 40 years of EMS and Rescue experience. He is a current Georgia Paramedic and former Paramedic Instructor but does not actively practice since his retirement.
